The pact to combat global warming is designed to develop energy technology to reduce greenhouse gas emissions. Officials of the United States and Australia, the only developed nations outside the U.N.'s Kyoto protocol, have said the Kyoto agreement is flawed because it omits developing nations.
Some have expressed concern that the United States might be trying to lure China and India away from U.N. talks on widening the Kyoto pact to include developing nations.
