Elizabeth Frawley Bagley
Elizabeth Frawley Bagley, a top advisor with the U.S. Department of State and former U.S. Ambassador to Portugal, visited Hobart and William Smith Colleges as a guest of the President's Forum Series. Bagley currently serves as Senior Advisor for Secretary's Initiatives in the Office of the Secretary of State under John Kerry and previously worked with U.S. Secretaries of State Madeleine K. Albright and Hillary Rodham Clinton.
The event was a Leadership Café Conversation and took place at 3 p.m. on Friday, March 6 in the Seneca Room on South Main Street. Along with President Mark D. Gearan, Ithaca Mayor and HWS Presidential Fellow Svante L. Myrick, who previously served as a President's Forum guest, will interview Bagley during the event.
Throughout her distinguished career, Bagley has had a long-standing role serving with the United States government in Washington, D.C. and abroad. In January 2014, Bagley returned to her position as a senior advisor in the Office of the Secretary of State. She previously served in that role in 2010 until her appointment as an alternate representative of the U.S. to the 68th session of the General Assembly of the United Nations in which she served in 2013. Bagley was special representative to the Secretary of State for Global Partnerships in 2009 and 2010.
In addition, from 2003 to 2009, Bagley served as vice chair of the U.S. Advisory Commission on Public Diplomacy, a Presidential appointment with Senate confirmation. She served as senior advisor to Albright from 1997 to 2001, a time in which she established and headed the Office of Media Programming Acquisition for the newly independent Balkan states.
From 1994 to 1997, Bagley served as the U.S. Ambassador to Portugal. Upon her departure from Portugal, Bagley received meritorious awards from the Portuguese Navy and Air Force, as well as the Grand Cross of Prince Henry the Navigator, the President of Portugal's highest civilian commendation.
In addition, Bagley held the position of Congressional Liaison Officer in the Department of State during the Carter Administration and was special assistant to Ambassador Sol Linowitz for the Camp David Accords.
Currently, she is a member of the Board of Directors of the National Democratic Institute for International Affairs, American Ireland Fund, National Park Foundation, Atlantic Council, Council of American Ambassadors, Diplomacy Center Foundation and the International Center for Missing and Exploited Children. She is a member of the Council on Foreign Relations and the Prime Minister of Ireland's Global Irish Forum. She has served as chair of the National Advisory Board for the Democratic National Committee and chair of the Clinton Library Board of Trustees.
Bagley is the recipient of an Honorary Doctor of Laws from Regis College, the Global Democracy Award from the International Women's Democracy Center, the Ellis Island Medal of Honor, the 2010 Meridian International Public Diplomacy Award, and the 2013 Secretary of State's Distinguished Honor Award.
Bagley graduated cum laude from Regis College with a B.A. degree in French and Spanish. She is a 1987 cum laude graduate of the Georgetown University Law Center, where she earned a J.D. in international law. She is a member in good standing of the Massachusetts Bar and District of Columbia Bar.
